I also look briefly at the role played by NGOs in Ireland's migrant crisis. Basically, the govt funds NGOs who then lobby the govt as if they're representing public opinion (instead of the opinion of establishment elites). 8% of govt spending in Ireland goes to NGOs.
NGOs also help migrants to game the asylum system and get around deportation. There were reports that the Algerian attacker was issued with a deportation order but stayed - these reports are apparently false.
