The debate follows extensive negotiations between the two campaigns regarding the debate rules, which were initially established when President Biden was the expected Democratic nominee. One major point of contention is whether the candidates’ microphones will be muted while the other is speaking, a rule that was enforced during Trump’s debate with Biden. Some argue this contributed to Trump’s relatively strong performance.
While Harris's team has pushed for changes to the rule, ABC has indicated that no revisions have been made. A spokesperson for Harris, Brian Fallon, stated on X that the campaign has not yet agreed to the terms, expressing concern over Trump’s team allegedly overriding Trump’s own wishes. Fallon emphasized that both candidates have expressed a preference for "hot mics" and questioned why Trump’s staff is insisting on keeping the rule.
Despite criticizing ABC News as “the nastiest and most unfair newscaster in the business,” Trump confirmed last week that he will participate in the September 10 debate, provided the original rules remain in place.
Polling from The Hill/Decision Desk HQ shows Harris leading Trump by 4 percentage points nationally—49.4% to 45.4%. In Pennsylvania, the site of the debate, Harris holds a slim lead with 48.2% compared to Trump’s 47.5%.
