as posted by the channel🎙️In 1967 the Central Intelligence Agency circulated a document that would later become central to debates about the phrase “conspiracy theory.” Known as Dispatch 1035-960, the memo was issued on April 1, 1967 and sent to CIA stations around the world. It came at a time when public skepticism about the findings of the Warren Commission was growing. The commission had concluded that Lee Harvey Oswald acted alone in the 1963 assassination of John F. Kennedy.
The dispatch advised intelligence personnel on ways to respond to critics questioning the commission’s conclusions. Among the strategies outlined were encouraging journalists and opinion leaders to defend the official report, emphasize the authority of the commission and question the motives of critics by suggesting they were politically driven or seeking publicity.
While the phrase “conspiracy theory” existed before the document, critics argue the memo helped popularize the term as a dismissive label used to marginalize dissent and discourage deeper scrutiny of official narratives. The document later became public through Freedom of Information Act releases in the 1970s and has since been cited in debates about media influence and government messaging.
Today some commentators argue the same rhetorical tactic is still used in modern political discourse. Supporters of Candace Owens claim critics label her a “conspiracy theorist” in an effort to discredit questions she raises and to shut down debate before it begins.
