DARPA’s completed ECHO program was designed to examine a person’s epigenetic fingerprint and identify possible previous exposure to infectious agents, chemicals, radiation, WMD materials and related precursors—even when the original physical evidence was no longer available. The official program envisioned a portable, automated system capable of comparing biological samples against a library of exposure signatures and producing results in under 30 minutes.

Supporters see a breakthrough capable of protecting troops and diagnosing dangerous illnesses.

Critics see something else: a system where an algorithm, a government-developed reference library and the biological history inside your own body could produce conclusions that may be extremely difficult to independently challenge. In this broadcast, I examine what DARPA actually requested, what the system was supposed to detect, its accuracy targets, its acknowledged bias risks and what happened to the technology after the program was completed.
