The torrential rains shut down transit systems and stranded cars in the streets. A New Jersey police officer had to carry a stranded motorist on his back through deep floodwaters.

New jersey Gov. Phil Murphy declared a state of emergency as heavy rainfall was expected to continue throughout the day. The severe weather is impacting people all across the tri-state area.
