Both men were convicted of espionage charges that the U.S. government considered 'baseless.' The deal comes as the latest exchange in the last two years between the U.S. and Moscow.
Russia has been working to get back Vadim Krasikov, who was convicted in Germany in 2021. Krasikov was convicted of killing a former Chechen rebel in Berlin.
Ukraine-Russia war latest: Paul Whelan was detained in 2018 after traveling to Russia for a wedding. Officials in Russia say Whelan was convicted of charges he claimed were false.
