Police in Vancouver said Tuesday that a car ramming attack at a Filipino festival that left 11 people dead over the weekend is not being investigated as a hate crime. Spokesperson Steve Addison noted that all indications point to it being a "completely indiscriminate act of violence."

The vehicle entered the street at 8:14 p.m. on Saturday and struck people attending the Lapu Lapu Day festival, the Vancouver Police Department said in a social media post. As of Tuesday, seven people are in critical condition and three are in serious condition.

According to authorities, a 30-year-old Vancouver man was arrested at the scene by Vancouver Police after bystanders and witnesses intervened to detain him.

The BC Prosecution Service has now charged Kai-Ji Adam Lo, 30, with eight counts of second degree murder. Lo, a Vancouver resident, has appeared in court and remains in custody. The charge assessment is ongoing and further charges are anticipated.

The officers said the incident was "not terrorism".
