The EPA just issued guidance that confirms what I've been saying on this channel since 2023. John Deere can't use emissions law as an excuse to prevent farmers from repairing their own equipment.

The Clean Air Act (42 USC 7521, Section e5) requires manufacturers to provide repair and diagnostic information to ANY person, not just authorized dealers. 40 CFR 1068.101 says the tampering prohibition doesn't apply when you need to repair the equipment & restore it to working again.

The EPA's new letter says "We understand that some manufacturers have interpreted the Clean Air Act's prohibition on tampering as prohibiting manufacturers from facilitating repairs by third parties... The CAA, in fact, anticipates that it may be necessary to disable an element of the emission control system to effectuate a repair and is clear that such an action is not a prohibited act."

John Deere doesn't care about emissions. IMO, they never did. They used the EPA as a shield to keep a repair monopoly & now the EPA is telling them to stop that.
