At the most recent Groton, CT Town Council meeting on 8/5/25, several supporters of SeanPaul Reyes (Long Island Audit) and other concerned citizens attended to address his arrest in the incident involving former Connecticut State Trooper Brian “Coptuah” Fahey, as well as the broader implications for First Amendment rights.

During that meeting, Mayor Franco stated that “spit” had been found on Councilor Rusk’s chair before the meeting began. She further claimed that recordings from the room existed and that she intended to review them to determine how the situation occurred, adding that such behavior was inappropriate.

I’m not buying it. I’ve spoken with multiple people who were present before, during, and after that meeting, including Vincent from the Garden State Accountability YouTube channel, who had his camera rolling the entire time before the meeting began. In the footage I've seen at no point did anyone “spit” on anyone’s chair. There was an officer in the room at all times, and the Council had set up a barrier to prevent citizens from crossing a certain line to access Council members.

I wrote to the Mayor this morning, six days after her accusation, asking for an update on the status of the investigation.

I'm confident I get no response email...

"Dear Mayor Franco,

My name is Brian ..., and I am an independent journalist currently reporting on the recent incident involving Retired Connecticut State Police Trooper Brian Fahey and independent journalist SeanPaul Reyes of Long Island Audit.

At the most recent Groton Town Council meeting 8/5/25, a number of Mr. Reyes’ supporters and concerned citizens attended to address his arrest and the broader implications for First Amendment rights. During that meeting, you mentioned that there was “spit” on Councilor Rusk’s chair prior to the meeting beginning. You also stated that recordings from the room existed, and that you intended to review them to see how the situation occurred, noting that such behavior was inappropriate.

It has now been six days since that meeting, and I wanted to follow up to inquire about the status of that review.

Specifically:

1. Has the investigation into the incident concluded?

2. If so, what were the findings?

3. Will you be releasing a public statement on the matter?

Given the public nature of your statement during the meeting, I believe an update would be of significant interest to both Groton residents and the wider public following this case.
