Using a six-month snapshot from the Department of Justice database, Tebow warned that between 55% and 85% of individuals involved in child sexual abuse material (CSAM) are also hands-on offenders, with each perpetrator averaging 13 victims.
Tebow also revealed that the number of unidentified child victims in global law enforcement databases has surged from 57,000 to nearly 89,000 in just two years, underscoring the scale of the crisis.
During the hearing, Tebow urged Congress to pass the bipartisan Renewed Hope Act of 2026, which would establish a Department of Homeland Security rescue unit of up to 200 specialists dedicated to identifying and rescuing exploited children. He emphasized that every day the legislation is delayed means more children remain in harm’s way.
