12:00Now PlayingGovernor Dayton meets with reporters about the latest round of budget negotiations with GOP leaders. The governor offered two proposals Wednesday, July 6th, to GOP leaders. Both proposals would raise about $1.4 billion in revenue: one largely through a 2 percent income tax surcharge that would expire by 2014 and would raise $520 million. The second proposal would increase the tax on a pack of cigarettes by $1 to raise $283 million dollars. In addition, both proposals would secure $100 million through tax changes; $300 million in health care surcharges and $490 to $700 million in payment delays to school districts.
