The MnPASS project is part of a larger plan to rebuild the corridor between I94 and I694 in St. Paul. Supporters say the MnPASS lanes will provide faster and more reliable travel options for motorists. Transit riders and car pools of two or more passengers can use the lane for free, while solo motorists would pay a flexible fee depending on where they enter the lane. Concerns about MnPASS included how revenue generated by the lanes is distributed and a fear that these lanes are a first step to a larger tollway system.
