Also this week on Capitol Report, the constitutionality of the state's sex offender treatment program is currently being challenged in federal court. Sen. Kathy Sheran, DFL-Mankato, carried legislation that passed the Senate in 2013 to reform portions of the program. She discusses her proposal and its chances for full passage in 2014. Also, Commissioner of Human Services, Lucinda Jesson discusses reform measures she may implement to address the issues raised in the federal lawsuit.
