Secretary Flahaven was the chief parliamentarian from 1973 until 2009, overseeing the business of the Senate. He was the youngest and longest serving Secretary of the Senate in state history. He also served as Chair of the Mason's Manual Revision Commission and was recognized for his keen knowledge of legislative procedure.
