According to Joint Health Secretary Lav Agarwal, the third COVID wave could be triggered by this behavior. In April and May, India faced a catastrophic second wave of the pandemic with record cases and fatalities and a major lack of healthcare facilities and medical oxygen. Most states imposed stringent lockdowns at the time, but have now begun to open up. Thousands of tourists have been flocking to the country's hill stations as the number of daily coronavirus infections falls.
