All of these appointments were made two days ago, 4th August. Twitter has informed this new information to the Delhi High Court. Vinay Prakash has become the Chief Compliance Officer and Shahin Komat is Nodal's Contact Person. The Delhi High court said, "total non-compliance" as Twitter was not following the guidelines.
