He also conceded a lack of Western unity for enacting an even tougher measure. In a speech from the White House, Biden said four major banks would be hit with sanctions by Western powers and that export controls on sensitive components would cut off more than half of Russia's high-tech imports. This is going to impose severe cost on the Russian economy, both immediately and over time, Biden said. Prime Minister Narendra Modi dialed Russian president Vladimir Putin on Thursday night, appealing for an "immediate cessation of violence" and stressed that India attacked the highest importance to the safe exit of its citizens from Ukraine. A statement from the Prime Minister's Office said PM Modi called for "concerted efforts from all sides to return to the path of diplomatic negotiations and dialogue". President Putin had briefed PM Modi about the recent developments regarding Ukraine.
