Musk has claimed that the acquisition cannot move through until Twitter CEO Parag Agrawal speaks out about how spam damages genuine people's experience on the microblogging platform. On Monday, Twitter's CEO stated that their real internal estimates for spam accounts for the previous four quarters were all significantly below 5%. He did note, though, that this precise estimation could not be done externally.
