Earlier Delhi LG had written a letter to the CM asking why only the CM's secretary is signing files and not he himself is signing it. These files were signed by the staff of the CMO and not by the CM and as these were very important files and still not signed by the CM. hence LG returned all the files back to the CMO. LG secretariat also said that these files should have been signed by the CM himself.
