On Wednesday, the panel gave the Health Department a thorough copy of its report. According to the report, Nayanthara and Vignesh Sivan were officially wed on March 11, 2016, and they also adhered to all legal requirements and surrogacy-related laws. However, the panel's conclusion assigned responsibility for the misunderstanding and controversy to the institution that supported the surrogacy. Early this month, Nayanthara and Vignesh became parents to twin boys through surrogacy. Since commercial surrogacy is prohibited, many questioned whether the couple had broken any surrogacy laws.
