In the SIT report, the High Court says the company with which the MOU was signed had outsourced the work to a non-competent agency. The court was hearing a suo moto plea, and the court pointed out that no load test was done before reopening the bridge. The court ordered the Gujarat government to conduct a periodic audit of such locations to ensure that no future incidents occur.
