Rajasthan CM Ashok Gehlot cited health reasons for his absence. Arvind Kejriwal boycotted the meeting over the Centre's controversial ordinance. Kejriwal accused the Centre of 'undermining' cooperative federalism in India. CM Bhagwant Mann skipped meet, saying Centre is not paying attention to Punjab's interests. Mann raised issues of stubble burning and farmers' concerns. He considered the meeting a futile "photo session" without a resolution. Chief ministers of Telangana, West Bengal and Bihar have also skipped the meeting. Watch the video for more.
