The announcement was made during President Joe Biden's invitation-only maiden state visit to the US for Prime Minister Narendra Modi. It called the Memorandum of Understanding with HAL a "key element" in boosting India and the US's defence cooperation. The arrangement would help GE Aerospace fulfill an earlier promise to the IAF to construct 99 engines as part of the LCA-Mk-II programme. The agreement is noteworthy since India has been purchasing its military aircraft from groups based in Europe and Russia.
