Although measures under stages I to III of the graded response action plan, such as restrictions on specific vehicles and construction activities, will persist, those under stage IV have been rolled back. The Commission for Air Quality Management in the NCR and Adjoining Areas implemented stage IV when the air quality index was in the 'severe plus' category.
