A vacation bench of Justices Dipankar Datta and SC Sharma presided over the case. The NGO Association for Democratic Reforms (ADR) filed the application, which was heard alongside a 2019 writ petition by TMC leader Mahua Moitra about voter turnout discrepancies. The ECI opposed the application, citing no legal requirement for public access to Form 17C and concerns over potential voter confusion and mistrust.
