The seven-judge bench, led by Chief Justice DY Chandrachud, decided by a 6:1 majority. The ruling allows states to create sub-categories within SC/STs to address varying degrees of backwardness. The Court emphasized that sub-classifications should be based on empirical data to ensure benefits reach the most disadvantaged groups.
