Chaired by Finance Minister Nirmala Sitharaman, the council decided that ready-to-eat salted popcorn would be taxed at 12%, while caramelized popcorn would attract 18%. The Finance Minister explained the decision: “When popcorn is mixed with sugar (caramel popcorn), its essential character changes to that of a sugar confectionery, and would therefore attract 18% GST.”
