Speaking at the Russian Federal Nuclear Center in Sarov, Putin said Russia continues supplying nuclear fuel to Western countries despite sanctions and has lost cooperation with only Finland among its previous partners. The president outlined plans to expand Russia's nuclear capacity to 38 plants by 2042 while state corporation Rosatom builds 22 units abroad, positioning Russia as the global leader in nuclear construction. Putin blamed Ukraine for starting the current conflict in 2014 when it "began to use tanks and aircraft against the peaceful population of Donbass" and said recent contacts with the Trump administration represented "a light at the end of the tunnel" for bilateral relations.
