Viktor Trehubov, spokesperson for Ukraine’s Joint Forces Group, said the settlement’s small size makes such an encirclement “physically impossible,” adding that only scattered Russian troops remain in the town’s northern districts. Ukraine’s General Staff confirmed Kupiansk is still under Kyiv’s control and that counter-sabotage operations are under way. The claims marked Moscow’s second alleged “encirclement” announcement in less than a month. Meanwhile, Russian General Valery Gerasimov told Putin that Russian forces were advancing across multiple fronts, citing gains in Volchansk, the Sumy–Kharkiv border area, Seversk, and Zaporizhzhia. Kyiv disputes Moscow’s battlefield narrative, saying the situation in Kupiansk remains stable and far from the major victory the Kremlin claims.
