European Commission President Ursula von der Leyen said the measures are aimed at maintaining pressure on Moscow by targeting Russia's energy revenues, banking sector, shadow fleet, trade networks and sanctions evasion channels. The package also expands restrictions on Russian banks, crypto firms and oil-related infrastructure as the EU seeks to increase economic costs on Russia while continuing military and financial support for Ukraine.
