The documents show that Pakistan entered the crucial Kharif crop season expecting water shortages of up to 21 per cent amid low reservoir levels, uncertainty over river inflows and concerns over reduced flows in the Jhelum-Chenab river system. According to the Pakistani documents, stronger-than-expected snowmelt and massive floods during August 2025 dramatically altered the country's water outlook, filling reservoirs and easing fears of severe shortages.
While authorities prepared for a difficult agricultural season and repeatedly expressed concerns over reduced flows in parts of the western river system, exceptional snowmelt and flooding ultimately prevented a major water crisis. The documents further suggest that weather patterns, rather than treaty politics, ultimately shaped Pakistan's water outlook during the Kharif 2025 season.
