According to a report by The New York Times, Hegseth intervened before a list of Navy officers selected for promotion to the rank of rear admiral (lower half) was made public, removing several names from the final list.
The Pentagon has defended the decision, saying promotions are based solely on merit. The report said a board of senior Navy admirals had selected a group of captains for promotion after a formal review process. However, before the list was released in May, Hegseth reportedly removed up to nine officers from consideration. Among those reportedly excluded were three women and two Black officers. The final list of 22 officers promoted did not include any women, despite women making up about one-fifth of the Navy’s active-duty personnel.
