President Donald Trump has singled out Canada's supply management system as a major trade barrier, using it to justify a proposed 50 percent tariff on 20 billion dollars' worth of Canadian goods set to take effect in August. Trump argues the system unfairly blocks American dairy producers from accessing the Canadian market. Under Canada's supply management policy, dairy, poultry and egg production is tightly controlled through production quotas, regulated pricing and strict import limits.
The dairy lobby is considered one of Canada's most influential political forces. Farmers have previously staged high-profile protests in Ottawa whenever trade negotiations threatened the system, making any reforms politically risky. Canada's dairy supply management system remains firmly in place. But with new US tariffs looming and trade negotiations under renewed pressure, the issue is likely to remain a key sticking point in relations between Washington and Ottawa.
