At the same time, U.S. Secretary of State Marco Rubio said Washington and Kyiv are negotiating licences for Ukraine to produce Patriot missiles domestically, but warned that building the required factories could take years. Rubio also stressed that the United States must maintain sufficient missile stocks for its own defence needs, leaving Ukraine dependent on Western supplies and European funding to address its immediate air-defence requirements.
