Tens of thousands of residents have been impacted by recent pipe ruptures. “I’ve been without water service for about two weeks,” says David Ramos, a longtime resident. “I’ve known of people who have gone close to over 40 days without water service."
A number of factors, including drought and the island’s crumbling aqueduct system, have fueled the crisis.
