More than 175,000 marijuana convictions for things like simple possession and use of drug paraphernalia were pardoned by Gov. Wes Moore’s executive order. The order makes Maryland the first state in the U.S. to issue mass pardons on cannabis paraphernalia-related convictions. WBAL’s David Collins reports.
