A sick woman was allegedly caught on camera lighting a homeless woman on fire, leaving her with burns over her body so severe she was unable to speak and identify her attacker for weeks.Jacqueline Popaibarra, 34, allegedly drove up to where the 49-year-old victim was sleeping on a Sacramento street, and, after a brief argument, doused her in what’s believed to be fire accelerant and set her on fire on April 26, according to the Sacramento County Sheriff’s Office.
