Mike Howell, president of the Oversight Project, told Congress that federally backed NGOs are actively helping illegal immigrants evade law enforcement. “We found a Mexican consulate official at an NGO advising illegals on how to lie to law enforcement and evade ICE,” Howell testified, adding that one New York group even hosted a “seminar on how to evade ICE.” He claimed the Biden administration funneled billions to these groups, calling it a “sick marriage between the government and so-called non-governmental organizations.”
