He offered to share personal information about former UK cabinet minister Sir Grant Shapps and assist with logistics for espionage activities. Phillips was caught after meeting with undercover officers posing as Russian agents in London, where he expressed pro-Russian views and a desire to collaborate. His ex-wife testified that he was obsessed with British spy agencies and fantasized about being like James Bond.
