President Donald Trump's administration has asked U.S. colleges to sign a deal on some sweeping terms - ranging from foreign enrollment and diversity to ideological values of students and staff - to get preferential access to federal funds. That's according to a 10-point memo sent to schools Wednesday by the government.

It demands that schools cap international undergrad enrollment at 15%, ban the use of race or sex in hiring and admissions and freeze tuition for five years, among other measures.

The White House says it sent letters to nine universities - including the University of Southern California, Brown University and Massachusetts Institute of Technology - to solicit feedback and agreement.
