White House press secretary Karoline Leavitt said “only” President Trump could define what circumstances might lead him to invoke the 1807 Insurrection Act to deploy troops amid unrest in Minneapolis — a law she described as a tool used “sparingly” by past presidents.

President Trump has threatened to invoke the act as protests continue after federal immigration enforcement actions in Minneapolis, including the fatal shooting of Renee Nicole Good by an ICE agent and a separate incident in which another man was shot and wounded by an ICE officer.
