A dozen years ago, a restaurant called Empire Biscuit moved into the ground floor of her building, 198 Ave. A, replacing an Italian deli. An exhaust fan was placed on the roof, roaring off and on — mostly on.
Bovasso, who lives on the top floor, was tormented.
“The ventilation fan has ruined my life,” she said.
