DHS Secretary Markwayne Mullin said the focus would be on targeting “the worst of the worst,” not mass arrests. Anti-slavery and anti-trafficking groups say the event’s huge demand for labor, tourism and services across the United States, Mexico and Canada could increase the risk of forced labor and sexual exploitation, particularly involving young girls and migrant workers. Advocates warn traffickers may exploit overwhelmed host cities, while cybersecurity experts say the tournament’s cross-border nature could make it easier for fraudsters and criminal networks to take advantage of gaps in communication between the three countries.
