The 6-3 decision leaves one other nationwide injunction in place, limiting the order’s implementation by the U.S. Postal Service. Trump’s March order seeks tighter rules for mail-in ballots, while 23 mostly Democratic-led states, Washington, D.C., and voting-rights groups have challenged it in court.
