Whelan was accused of being an American spy when he was arrested in December 2018, an accusation the U.S. government denies. He's serving a 16-year sentence in a remote Russian prison camp. Paul Whelan's brother, David Whelan, expressed doubt that the call could signal a potential prisoner swap.
