Aid organizations still face significant challenges getting food and medical supplies to Palestinians in desperate need. “We are absolutely clear that the humanitarian aid is the first step on the road to development,” says David Miliband, the president and CEO of the International Rescue Committee. “But if it becomes just the last step, then we’re going to lose the hope that’s been created.”
