Apparently, many of the regulations have not been made clear. During the Human Services budget hearing, Senator DeFrancisco questions the OCFS Commissioner, Gladys Carrión about the agency's policy -- to which she responded that they are still drafting a finalized version. Senator DeFrancisco is also urging Governor Cuomo to repeal the 18A energy surcharge tax the Governor has extended in his executive budget.
