Conservative operative Larry Ward said Capitol Hill conservatives could not block Ryan as Speaker because they were exhausted from ousting Speaker John Boehner (R.-Ohio) and then blocking Majority Leader Kevin McCarthy (R.-Calif.) as his replacement, so that they did not have to energy to fight Ryan as Speaker.
