Trump Administration Targets LA Homelessness Spending, Pushes Treatment-First Approach

The Trump administration is taking aim at Los Angeles’ homelessness policies, calling the city the “epicenter” of what it describes as a failed homeless industrial complex.

HUD Secretary Scott Turner and HHS Secretary Robert F. Kennedy Jr. held a joint press conference in Los Angeles, criticizing Housing First policies and calling for federal funding to prioritize addiction treatment, mental health services, job training and long-term recovery.

The administration says homelessness has continued to rise despite billions in taxpayer funding. Turner also criticized local outreach programs for distributing drug-use supplies, while Kennedy highlighted the stark difference in homelessness spending between Los Angeles and other parts of the country.

The administration is proposing a shift from Housing First to a Treatment First model, with greater emphasis on accountability, recovery, self-sufficiency and partnerships with faith-based and community organizations.
