Impeachment is an essential tool of self-government, and citizens of a democracy must know how to use it. In this concise and readable primer, Sunstein, one of the nation’s foremost legal scholars and former administrator of the White House Office of Information and Regulatory Affairs, uses historical and theoretical cases to illustrate what constitutes impeachable behavior and show what the people’s role is in holding presidents accountable. As he traces the founders’ thinking on this matter and carefully parses what the Constitution says about it, he clarifies many common misunderstandings regarding what counts as “high crimes and misdemeanors”; they need not always violate the law to be an impeachable offense.
